Whisper ONNX distribution follow-up review — 2026-10-20

Checked the pinned and current model repository metadata, LICENSE/NOTICE
filenames, and the nine currently listed discussions (including closed/merged)
for onnx-community/whisper-tiny, whisper-base and whisper-small.
The pinned cards still match the SHA-256 values in SOURCE.txt.

Both the pinned and current cards lack an independent license designation.
No LICENSE/NOTICE files were listed, and no licensing clarification was found
in the reviewed discussions. This describes the scope of the review; it does
not establish that use is prohibited or that no clarification exists elsewhere.

OpenAI's upstream MIT notice and the Apache-2.0 model-card designation remain
documented separately in SOURCE.txt. Providing both texts does not itself
resolve the converted distribution's attribution or additional terms.

A single inquiry covering all three fixed snapshots is drafted in the app
repository at tools/kt/docs/WHISPER_LICENSE_REVIEW.md. It has NOT been submitted
and no maintainer response has been received as part of this review.
Model files, fixed revisions and inference behavior have not been changed.

Policy correction — 2026-10-20
Prior inquiry or maintainer approval is not a condition of the upstream MIT
license. The optional draft is retained only as supplementary clarification.
A reply is not a required release gate and its absence does not require
changing model sources. Keep the original notices and provenance.
